Prague floods 2013 DIGEST | 10/06/2013 at 0:30pm - see comments for more follow-ups
1) State of emergency has become effective on Sunday 02/06/2013 at 9pm (citizen rights are limited/government rights are extended) and can be in effect up to thirty days until revoked. See
http://goo.gl/GewSB if you want to know what does it mean.
2) Heavy rains and strong thunderstorms and wind with the beginning on Sunday 09/06/2013 afternoon across the whole country till Tuesday. Up to 40-50 mm rains per hour, 70 mm rains in mountains.
3) There is a high risk of flash floods in the whole country (you can learn more what is flash floods at
http://goo.gl/5ui1y) because there is no more retention ability in a soil. Every single stream and river is monitored (by night watches right now).
4) Until there will be 1-2 weeks without rains the risk of flash floods is high.
5) Vltava cascade (the system of dams to protect Prague) was properly prepared.
6) The Prague river defense is ready up to 4 160 m3/s mass flow rate (deployed using 6 790 mobile pieces).
We are safe more or less safe if it does not exceed the flow rate from 2002 which was 5 300 m3/s (that's what defense was designed for - there is also 30cm extra reserve). Round 1 last week was around 3 400 m3/s.
7) There is a moving live cam monitoring a river and sights at
http://www.netrex.cz/cz/o-nas/akce/kamera-praha/
8) The current Vltava's level is available at
http://www.pvl.cz/portal/sap/cz/mereni_VLCH.htm (around 1 000 m3/s right now).
9) Updated Czech Hydrometeorological Institute floods caution map is available at
http://goo.gl/Z2apy
10) Caution: the highest floods activity level of some rivers gonna be reached again.
11) There is no more retention ability left in a soil nearby Vltava. See the map at
http://hydro.chmi.cz/hpps/main_rain.php?mt=ffg (more green => the less retention ability)
12) Statuses of dams and mass flow rate of Vltava river basin is available at
http://www.pvl.cz/portal/sap/cz/index.htm (more green => the better)
13) A very accurate weather forecast in English is at
http://www.yr.no/place/Czech_Republic/Prague/Prague/
14) Updated public transport map for Monday 10/06/2013 is available at

http://mapa.dopravniinfo.cz/ and

25) Traffic info for Prague: 296 19 18 17 (might require Czech)

29) Tapped water in Prague was and is fine (however 31 thousands of people across the country lost source of clean water).
30) It is PROHIBITED now to enter some PARK in or around Prague. DO NOT ENTER any parks. DO NOT STAY close to any tree. Trees fall randomly even if they were 100% healthy before - there is already 1 victim because of falling trees. Also unstable ground reported. Take this SERIOUSLY. Representatives re-confirmed that entering parks is still prohibited (there was some rumors it is no longer valid). A doc with details in Czech is at
http://goo.gl/OiCLl
31) Till Tuesday 04/06/2013 morning over 70 power-stations were shut down in Czech. The list for a whole country is available at

All power-stations in Prague (operated by PRE) should be up and serving an energy again.

United Islands International Music Festival is not cancelled - they are negotiating a new location, probably it is gonna be at Ladronka park (moving it to new date not possible at all).
33) According to CE-Traffic which is monitoring citizens by using residual cellular network data, there was 7 000 less people at Holesocice and 15 000 less people at Karlin area (due to evacuation etc.) during the second week in June.
34) Prague reports damage around hundreds of millions crowns in total.
35) National Gallery reports damage around 30 millions crowns.
36) Significant damage in ZOO reported - around 100 millions crowns (160 millions reported at the beginning was overestimated).
ZOO is not included in Prague river defense and during evacuation 2 plovers and 1 rabbit were lost because they were hiding in their burrows too deeply. One flamingo with break leg (I'm still curious how it happened!!). All other animals survived.
There is a fb group organizing help for Prague ZOO at
https://www.facebook.com/groups/588867347811786 You can also learn how to donate to ZOO at
http://www.zoopraha.cz/cs/pomozte-nam/sms/sms-sponzoring
ZOO already got over 10 thousands volunteers and thousands of people and companies are donating or delivering material and tools & equipment. People donated to Prague ZOO over 800 thousands crowns as of 04/06/2013.
There is a petition at
http://www.peticezoo.cz/ with aim to force representatives to include ZOO in the river defense.
37) 10 victims (6 of them are stupid paddlers), 4 missing people so far.
38) 6 firemen in Melnik town went for high risky mission on Wednesday and repaired a dyke during 2 hrs which was about to blow - they saved a town from 7 meters high tsunami (otherwise 300 houses and a lot of lives would permanently disappeared). Thumbs up.
39) Prague representatives reports absolutely INCREDIBLE and amazing HELP and support from volunteers and citizens last few days. Emergency service was top notch.
