Egentligen kan vem som helst som bor utanför Sverige kalla sig "expat":

Det där är ju rätt lustigt, om en somalier kommer till sverige så är han utlänning, flykting, invandrare.. Om en svensk åker till kina så är man expat, lite finare ord för samma sak
